Impact Based Warnings, or IBW, represent an incremental change in the evolution of warnings to provide a better service. IBW is a risk-based approach designed to predict higher degrees of risk when possible. IBW products and services communicate higher risk situations by telling people what we know which prompts sheltering actions for the most life-threatening weather events. It also reframes the warning problem in terms of societal needs by using impact statements and tags.
