Many non-model operations are used in the system.
For example...

Rating curves, also called stage-discharge relationships, relate discharge of a stream or river to stage at a given location.
Since hydrologic forecasting models function in flow (
CFS for example), in order to forecast stage at a given location a relationship has to be developed relating discharge to stage.
Discharge is measured at a location and the corresponding stage reading (
feet for example) is noted.
By plotting a number of these measurements (
stage versus discharge) on an x/y graph, a rating curve can be developed.
