The NWS hydrologic program at every level is supported by documenting gage locations, flood events, and monthly updates on hydrologic conditions.
Fully populating, maintaining, and ensuring the accuracy of the required database fields in the Integrated Hydrologic Forecasting System Database (IHFS-DB) and the preparation of the Flood Stage Report and Monthly Report of Hydrologic Conditions is your responsibility as the HPM.
Save river gage station description and history information in HydroBase. Print this information from HydroBase in E-19 and E-19a formats to use as a local reference.
The HPM must submit flood stage reports (WS Form E-3) when locations go above flood stage.
The HPM must ensure the crest stages and duration above flood stage data posted to the IHFS-DB Flood-TS Table:
- Submit the E-3 (template in Appendix B) whenever a river crests at or above flood stage.
- Change the retention parameter on the floodts table from 15 months (default) to 30 months.
- Submit the E-3 and E-5 as described in Section 5 of the directive.
The HPM must prepare the Monthly Report of Hydrologic Conditions (WS Form E-5). The E-5 is a summary of the hydrologic conditions of the HSA. See Appendix C for a template and Section 4.1 for more detail.
Note: Reporting requirements vary by region. In addition to reading NWSI 10-924, review regional supplements for specific information.
Distribution
See the directive and any regional supplements for the specifics on distributing reports.
- Submit the reports in either MS Word or PDF.
- Email the E-5 (E-3, if applicable) to the Hydrologic Information Center (hic@noaa.gov) by the 15th of the following month.
- Send copies to the appropriate RFC(s) and to Regional Headquarters.
- Send copies to other offices, such as the USGS or USBR, based on local agreements.
- Filenames are like E5_SID_YYYY-MM.ext, etc.
These reports are not a substitute for regular communication with regional headquarters and other partners.
